What each signal means

Code violations

The city cited the property for its condition. Landlords tired of repairs and owners who can't afford them both show up here.

Usually from: City code enforcement. Weight in Deal Radar's score: 14, halving every 180 days.

Vacant properties

No one lives there: registered vacant, cited as vacant, or flagged by the city.

Usually from: USPS vacancy, utility or city vacant registries. Weight in Deal Radar's score: 18, doesn't fade.

Pre-foreclosures

The owner has fallen behind on the mortgage and the lender has started the process. Time is short and the subject is painful.

Usually from: County recorder: notice of default, lis pendens. Weight in Deal Radar's score: 35, halving every 120 days. Sensitive: never mentioned in outreach.

Absentee owners

The tax bill goes somewhere other than the property. A landlord or an heir.

Usually from: Assessor: mailing address differs from property. Weight in Deal Radar's score: 6, doesn't fade.

Long-time owners

Owned for decades. Lots of equity, and often a life change coming.

Usually from: Last sale date on the deed. Weight in Deal Radar's score: 6, doesn't fade.

Other signals

Your own list

Usually from: Your own list. Weight in Deal Radar's score: 5, halving every 180 days.

Permits

Work is being done: repairs, a remodel or a teardown, sometimes before a sale. A weak signal on its own.

Usually from: Building permits (pre-sale repairs). Weight in Deal Radar's score: 4, halving every 120 days.

Tax-sale properties

The county has scheduled the property for a tax sale or lien sale. The most urgent of the tax signals.

Usually from: County tax sale or tax lien lists. Weight in Deal Radar's score: 30, halving every 90 days.

Unsafe buildings

A building department order: the property can't be lived in as is.

Usually from: Building department orders. Weight in Deal Radar's score: 22, halving every 365 days.

The public feeds

  • Los Angeles open code enforcement cases (LADBS)Los Angeles, CA

Open Building and Safety code enforcement cases in the City of Los Angeles, refreshed weekly (Mondays). GENERAL cases are complaints about existing homes, hotels, motels and commercial buildings; PACE is the proactive program, now mostly soft-story seismic retrofit orders on apartment buildings. The feed has no residential flag, owner or description, and its parcel id is a city PIN, not the county APN. Cases in 90049 and 90272 fall in the fire-area ZIPs where unsolicited purchase offers are banned until 2027-01-01.

  • Los Angeles open vacant and abandoned building cases (LADBS CNAP)Los Angeles, CA

Open cases in the Contract Nuisance Abatement Program, which handles open, vacant, abandoned and vandalized buildings (Vacant Building Abatement), opened since 2021 (about 390). Refreshed weekly. Mostly houses; no owner in the feed.

  • Los Angeles foreclosure registry (LAHD, 2026 registrations)Los Angeles, CA

Residential properties a lender registered with the Housing Department in 2026 (about 2,700, roughly 220 a month). City law (LAMC 164.04) requires registration within 30 days of a notice of default and keeps bank-owned (REO) homes on the list until they sell to a third party, so some rows are already lender-owned. Registrations start a new dataset each year: switch to the 2027 one when LAHD publishes it. Never mention the foreclosure in outreach. The property-management contact in the feed is the lender's vendor, not the owner.

  • Los Angeles open tenant habitability complaints (LAHD)Los Angeles, CA

Rental units where a tenant complaint led the Housing Department to cite habitability violations that are not yet cleared (about 1,400 cases, one row per violation). Mostly rent-stabilized landlords: a tired-landlord signal. LAHD republishes this by hand about quarterly as a rolling window (on 2026-08-03 it covered cases opened November 2025 to July 2026), so treat it as a slow list.

  • LA County non-owner-occupied homes held since before 1990Los Angeles County, CA

Single-family homes countywide (City of LA, Long Beach, Compton, Inglewood, Pasadena, Glendale, Santa Monica, Burbank and the rest) with no homeowners' or veterans' exemption on the 2026 roll and a land base year before 1990 (about 79,600). The $7,000 homeowners' exemption is claimed only by owners who live in the home, so its absence marks rentals, vacant and inherited homes (and owner-occupants who never filed). The year in the detail is the Prop 13 base year: the current owner (or a parent, for inheritances before 2021) has held it since then. LA County publishes no owner names or mailing addresses.

  • LA County 2-4 unit rentals held since before 1990Los Angeles County, CA

Duplexes, triplexes and fourplexes countywide where no owner claims the homeowners' exemption and the land base year is before 1990 (about 24,700): landlords who have held 35 years or more, a classic tired-landlord list. No owner names or mailing addresses are published.

  • Pasadena open property maintenance and building casesPasadena, CA

Code Compliance cases under active investigation for property maintenance, unpermitted work and housing conditions (about 940; noise, zoning and tree cases are left out), updated daily. The detail is the complaint text. Most of Pasadena (91103, 91104, 91106, 91107) is in the fire-area ZIPs where unsolicited purchase offers are banned until 2027-01-01.

  • Los Angeles open rent-law investigations (LAHD)Los Angeles, CA

Rent-stabilized (RSO) properties where the Housing Department has an open investigation from a tenant complaint: harassment, illegal rent increases, reduction of services, illegal eviction, unregistered units (about 3,060 open, most filed since late 2025). Landlords in a running fight with tenants and the city are a classic tired-landlord lead. The address carries the ZIP. No case number, owner or description beyond the case type.

  • Los Angeles residential alteration and repair permits (LADBS)Los Angeles, CA

Plan-checked alteration, repair and addition permits issued on houses, duplexes and apartment buildings in the City of Los Angeles (about 17,000 a year). Express permits (re-roofs, window swaps, water heaters) are left out. Refreshed weekly (Mondays). Pre-sale repairs are a weak signal on their own; best stacked with code cases. Rebuilds in Pacific Palisades (90272) and Brentwood (90049) are in the fire-area ZIPs where unsolicited purchase offers are banned until 2027-01-01.

  • Los Angeles residential demolition permits (LADBS)Los Angeles, CA

Demolition permits issued on houses, duplexes and apartment buildings in the City of Los Angeles (about 1,300 a year), refreshed weekly. Many are garages or accessory buildings, and some are teardowns by a builder who already bought the lot, so read the work description. Fire-cleanup demolitions in 90272 and 90049 fall in the AB 851 fire-area ZIPs (no unsolicited purchase offers until 2027-01-01).

  • West Hollywood tenant buyout agreementsWest Hollywood, CA

Buyout agreements landlords file with the city when they pay a rent-stabilized tenant to leave (about 220 since 2019, roughly 30 a year; newest 2026-08-19). A landlord clearing units is often preparing to sell or redevelop. The address carries the ZIP.

  • West Hollywood soft-story buildings with no retrofit startedWest Hollywood, CA

Wood-frame apartment buildings on the city's mandatory seismic retrofit list whose owners have not yet filed a screening report or permit (about 145; updated 2026-10-12). Owners facing a six-figure retrofit order are motivated to sell. No ZIP in the feed (West Hollywood is 90046, 90048 and 90069, none in the AB 851 fire-area list).

  • LA County unincorporated residential repair and demolition permits (EPIC-LA)Los Angeles County (unincorporated), CA

Residential repair, alteration and demolition permits Public Works issued in unincorporated LA County (East LA, Florence-Firestone, Altadena, Hacienda Heights, Castaic and the rest), about 5,900 a year, updated daily. January 2025 fire rebuilds are left out (DISASTER_LOSS). The address carries the city and ZIP. Altadena (91001) and the Malibu-area ZIPs are in the AB 851 fire-area list (no unsolicited purchase offers until 2027-01-01).

  • LA County 2026B tax-defaulted homes (power to sell)Los Angeles County, CA

Homes, 2-4 unit and apartment parcels on the Treasurer and Tax Collector's 2026B tax-defaulted sale list (171 with a street address, out of 1,252 parcels; posted 2026-08-25). These are five or more years in default and subject to the county's power to sell; the detail is the minimum bid. Includes the owner of record and mailing address. Owners can still redeem until the auction closes, and redeemed parcels are withdrawn: check the county's sale page before outreach. A few parcels are in 91302 (Hidden Hills/Calabasas), an AB 851 fire-area ZIP (no unsolicited purchase offers until 2027-01-01). Switch to the next sale's layer when the county posts it.

  • LA County 5+ unit apartment buildings held since before 1990Los Angeles County, CA

Apartment buildings of five or more units countywide with a land base year before 1990 and no exemption on the 2026 roll (about 13,800): owners who have held 35 years or more, many with large deferred-maintenance and rent-control headaches. Same 2026 assessor roll as the absentee-homes and 2-4 unit feeds; no owner names or mailing addresses are published. Buildings in 90049, 90272, 90402 and the other AB 851 fire-area ZIPs can't get unsolicited purchase offers until 2027-01-01.

  • Pasadena Eaton Fire red-tagged homes with no rebuild activityPasadena, CA

Pasadena parcels red-tagged after the January 2025 Eaton Fire where the owner has filed nothing toward a rebuild (54; updated 2026-10-15). Owners who haven't started 21 months on are the likeliest to sell the lot. Every row is in 91104, 91106 or 91107, AB 851 fire-area ZIPs: unsolicited offers to buy are banned until 2027-01-01, so hold outreach until then.

  • Torrance open property and unpermitted-work complaintsTorrance, CA

Open Community Development code complaints for unpermitted work, property maintenance and overgrown vegetation (about 160; the layer is updated as cases are opened, newest 2026-10-29). The detail is the complaint text. No ZIP or owner in the feed (Torrance ZIPs are 90501-90505, outside the AB 851 list).

  • Torrance residential remodel, repair and demolition permitsTorrance, CA

Issued residential remodel, repair, re-roof, addition, seismic and demolition permits (about 4,600 a year). No ZIP or owner in the feed.
