What each signal means
Long-time owners
Owned for decades. Lots of equity, and often a life change coming.
Usually from: Last sale date on the deed. Weight in Deal Radar's score: 6, doesn't fade.
Permits
Work is being done: repairs, a remodel or a teardown, sometimes before a sale. A weak signal on its own.
Usually from: Building permits (pre-sale repairs). Weight in Deal Radar's score: 4, halving every 120 days.
Out-of-state owners
The owner lives in another state, which makes the property harder to manage.
Usually from: Assessor: owner mails out of state. Weight in Deal Radar's score: 9, doesn't fade.
Absentee owners
The tax bill goes somewhere other than the property. A landlord or an heir.
Usually from: Assessor: mailing address differs from property. Weight in Deal Radar's score: 6, doesn't fade.
The public feeds
Clark County senior-exemption homes held since before 2006Clark County, WA
Single-family homes and manufactured homes on owned land in Clark County (Vancouver, Camas, Battle Ground and the rest) where the owner gets the senior/disabled property tax exemption and the last recorded sale is before 2006 or not on file (about 3,500). Older long-time owners are classic downsizing leads. The county refreshes the layer daily (last 2026-11-01). It publishes no owner names or mailing addresses.
Portland residential demolition permitsPortland, OR
Demolition and deconstruction permits issued by the Bureau of Development Services on houses, duplexes, townhouses, ADUs and floating homes (garages and sheds left out), updated daily. About 90 are issued a year; most are teardowns ahead of a sale or rebuild, so the owner of record has often already sold to a builder. No ZIP or owner in the layer; the parcel id is the state map-taxlot number.
Portland residential alteration and addition permits ($25k+)Portland, OR
Issued alteration and addition permits on 1-2 family homes, townhouses and ADUs with a declared value of $25,000 or more (about 780 a year), updated daily. Big remodels often come right before a sale or after an inheritance; a weak signal on its own, best stacked with others. No ZIP or owner in the layer.
Multnomah County out-of-state homeownersMultnomah County, OR
Homes, row houses, condos and 2-4 unit buildings in Portland, Gresham, Troutdale and the rest of Multnomah County whose tax statement goes outside Oregon (about 9,100; mostly California and Washington, including Vancouver landlords). From the Metro regional taxlot roll on PortlandMaps, refreshed with each assessor export (sales through 2026 are in it). LLCs and trusts are kept.
Washington County OR out-of-state homeownersWashington County, OR
Single-family homes in Beaverton, Hillsboro, Tigard, Tualatin and the rest of Washington County whose owner mails outside Oregon (about 5,600), from the Metro regional taxlot roll (2026 values). The detail ends with the last sale month (YYYYMM).
Clackamas County out-of-state homeownersClackamas County, OR
Single-family homes in Lake Oswego, Oregon City, Milwaukie, Happy Valley and the rest of Clackamas County whose owner mails outside Oregon (about 3,000), from the Metro regional taxlot roll (2026 values).
Washington County OR absentee-owned homes held since before 2005Washington County, OR
Single-family homes whose Oregon owner mails the tax statement somewhere other than the house and whose last recorded sale was before 2005 (about 6,400): in-state landlords and heirs who have held 20 years or more. Out-of-state owners are in their own feed. A PO box owner who lives in the home also lands here, so expect some owner-occupants.
Clackamas County absentee-owned homes held since before 2005Clackamas County, OR
Single-family homes whose Oregon owner mails elsewhere and whose last recorded sale was before 2005 (about 2,600). Clackamas sale dates are thinner than Washington County's, so many long-held homes have none and are missed. PO box owner-occupants slip in.
What isn't here
- Owner names, mailing addresses and phone numbers. Public pages show counts only; phones never come from these feeds.
- Probate and divorce filings. They sit with the courts and several states restrict them; inside Parcel they come in by upload.
- Records a city or county doesn't publish as open data. If yours has a feed we've missed, tell us and we'll check it.
